Suhanah Alwi is the Head for Human Resource Benefits and Wellness Unit at the National University Hospital (NUH). She is also the Secretariat to the Chairperson of NUH Total Workplace Safety and Health Implementation Committee. She is responsible for the overall administration of employee benefits and management of employee health and safety at NUH.
To promote healthy eating habit, with the support she garnered from food vendors at the hospital, she recently rolled out “Food Traffic Light System”, a simple yet effective system to help staff, patients and visitors to make conscious food choice when eating. She is a creative individual and an excellent organiser who brings excitement and fun through the many workplace health and safety programmes she implemented.

The future of work and workplace
The nature of office work is changing dramatically and quickly. Half of today’s jobs will not exist in 2025. The workplace of the future will be very much influenced by changes such as artificial intelligence, changing social attitudes to work, new corporate structures and the “sharing economy”.
This presentation will explore how organisations and work will change over the next 10 to 15 years, what future workplaces will look like and the challenges and opportunities for WSH—in particular, the new international WELL Building Standard. Participants will also learn how new types of work and workplaces will impact WSH; what is the WELL Building Standard, where can one learn about WELL; and how WSH practitioners can be more effective in the future.

Enhancing WSH with disability management. A tertiary prevention approach.
Enhancing work ability and return to work of injured or disabled workers play an important role in the sustainability of the workforce and workers’ social security. Disability management programmes such as Social Security Organisation’s (SOCSO) “Return to Work Program” introduces concepts such as biopsychosocial, multidisciplinary and case management approaches. Disability management policy and practices may be embedded in future WSH initiatives that utilise tertiary prevention approach to enhance total worker safety and health protection.

Dato’ Dr Mohammed Azman is the Chief Executive Officer of the Social Security Organization (SOCSO) of Malaysia. A medical doctor by profession, Dato Dr Mohammed Azman recognises prevention and rehabilitation as important areas in his vision for a dynamic social security protection. He had continuously introduce new ideas in enhancing social protection in Malaysia. Among others, he was responsible for the enhanced involvement of SOCSO in the field of occupational safety and health, training of general physicians, disability management and return to work programme, employees’ health promotion and recently, the state-of-the-art SOCSO Rehabilitation Centre.
His capability and contribution in the field of occupational safety and health, social security and public health are recognised both locally and internationally. Dato’ Dr Mohammed Azman had presented over 200 papers, and was involved in various discussion groups as key opinion leader amongst stakeholders in social security, prevention, health promotion and rehabilitation.

Since September 2011, Franck Baron is Group General Manager Risk Management & Insurance for International SOS, the world's leading medical and travel security Services Company. He’s based in Singapore.
Previously, he was in charge of Business Development for Risk Consulting activites within AXA Corporate Solutions. He was Vice-President — Global Insurance & Risk Management for Firmenich in Geneva (Switzerland) since November 2003 and in Princeton (USA) since 2008. He was Deputy Director of the Risk Management Division of Groupe DANONE when he was specifically in charge of the Enterprise-Wide Risk Management programme and Regional Risk Manager for Africa, Europe and Middle-East. Before that, he worked for 2 years as Risk Manager Deputy for MARS in Europe and then he became Key International Account Executive respectively for Aon and Marsh for 6 years.
He is also the founding Chairman of PARIMA (Pan Asia Risk & Insurance Management Association), the Asian Regional Risk Managers Association and Vice-President of IFRIMA (International Federation of Risk and Insurance Management Associations).
Franck gives regular lectures and courses on Risk Management and Insurance topics. He holds a Masters in Political Sciences, Masters in Management Master, Masters in Risk Management. He is an Associate in Risk Management (ARM) as well as European Fellow in Applied Risk Management.

Individual adaptation to changes at work
Rapid changes in technology, demography and attitudes are impacting the workplace in significant ways. One consequence is that WSH efforts can no longer be just a reactive response that provides incremental awareness in WSH issues when getting things done at work. But how can we develop mindsets and behaviours that will constitute a strong and effective workplace climate for safety and health? This presentation explains how findings from behavioural sciences can help us understand individual adaptation to changes and thereby better understand, predict and influence attitudes, behaviours and outcomes related to WSH issues.

Professor David Chan is Lee Kuan Yew Fellow, Professor of Psychology & Director of the Behavioural Sciences Institute at Singapore Management University (SMU), Adjunct Principal Scientist at Agency for Science, Technology and Research (A*STAR), and Co-Director of the Centre for Technology and Social-Behavioural Insights jointly established by A*STAR and SMU. He has received numerous international awards and he is the first non-American to receive the Distinguished Early Career Contributions Award from the Society for Industrial and Organizational Psychology. His works have been cited over 3000 times in various disciplines. He has served as Editor or board member on several journals, and he is Elected Fellow of several international psychological associations. He serves on various national councils, advisory panels and board of directors in Singapore and United States. He is a recipient of the Outstanding Volunteer Award from the Ministry of Social and Family Development. “Safety Thailand”: A Collective effort of concerned Ministries to tackle the emerging occupational diseases and accidents of Thai workforce
Thailand’s total population was 65.12 million at the end of December 2014 with 38.96 million in the labour force or available for work and 38.66 million employed. Among these employed persons, 13.46 million were in agricultural sector and 25.20 million were in non-agricultural sectors. There were 22.10 million informal workers in agriculture, trading and service sectors (including home-based workers, industrial outworkers and own account workers). Only 9.13 million workers were under the workmen’s compensation coverage. Considering the statistics on occupational accidents and diseases reported by Office of Workmen’s Compensation Fund, employees were vulnerable to hazardous work and faced a high risk of occupational injuries and illnesses.
The labour and health statistics revealed some emerging health and safety problems including increased cases of NCD, psychosocial related problems, musculoskeletal disorders, physical and chemical risks, and serious accidents among construction and transport workers, new health concerns among ageing, migrant and informal workers. These emerging accidents and diseases are complex issues that need a collective effort of concerned authorities to resolve. Therefore, six Ministers (i.e., Minister of Labour, Public Health, Industry, Interior, Transport, and Agriculture) agreed to jointly develop a national strategy called, “Safety Thailand”, to tackle emerging health and safety risks and occupational accidents and diseases which have been causing great human suffering and losses. The strategy aims to reduce accident rate and improve overall health and safety through enforcing legislations, strengthening public-private partnership, and improving OSH knowledge and awareness.

Chaiyuth is the Dean of Faculty of Public Health, Thammasat University. He has been appointed by the Minister of Labour as an expert in the National Committee on Occupational Safety, Health and Environment. Chaiyuth received a PhD from Drexel University in Environmental Science and Engineering. Previously, Chaiyuth was the Director of the National Institute for the Improvement of Working Conditions and Environment, the Deputy Director General of the Department of Labour Protection and Welfare, and a Senior Labour Advisor of the Office of the Permanent Secretary, Ministry of Labour. Chaiyuth is now the President of the Safety and Health at Work Promotion Association (Thailand) (SHAWPAT).

Mr Chee San Heng has been the Corporate Principal WSH Officer of Sembcorp Design & Construction Pte Ltd since November 2015. In his current role, he is responsible for promoting health, safety and security as well as environmental aspects of the company through effective occupational safety and health, security and environmental (HSSE) management practices. He is also mentoring project HSSE personnel to achieve higher HSSE standards through effective HSSE management practices on worksites.
Prior to joining this company, Mr Chee was the Head of Safety, Health, Environment, Energy and Security of NatSteel Holdings Pte Ltd from 2010 to 2015. In this role, Mr Chee led and managed a group of safety professionals to implement and maintain the environment, energy, safety and health managements system in the organisation for local and overseas subsidiaries companies. Mr Chee was also heavily involved as an advisor to continuously improve the safety culture of the company in NatSteel’s Safety & Health Council. He has also represented the company as a WSH committee member for World Steel Association and South East Asia Iron & Steel Institute and has presented and shared WSH best practices papers in several safety and health forums.
Mr Chee is a retired Senior Officer in Republic of Singapore Airforce (RSAF) and has served the Ministry of Defense for 24 years. He was also in the Air Force Safety Inspectorate for six years, in charge of conducting safety training, implementing safety initiatives as well as carried out safety audits and investigations. Prior to joining NatSteel, Mr Chee was employed in Ministry of Manpower (MOM) as a senior workplace safety and health (WSH) inspector and subsequently worked in the WSH Council to enforce the WSH Act and promote and engage the industry in building the WSH capabilities.
Mr Chee is a registered WSH Officer from MOM, Singapore and had attended various safety professional courses including the OHSAS 1800 Lead Auditor course and Advance Certificated In Training & Assessment (ACTA).

Workplace cancer and Vision Zero
Work-related cancer is a problem in most developed economies, and the number of deaths from these causes vastly outnumbers deaths from accidents at work. The largest contribution to these diseases typically comes from work in construction and allied industries. The main causes of deaths today are past exposure to asbestos, respirable crystalline silica, diesel engine exhaust and a small number of other harmful agents. If we were to eliminate workplace cancer in the future, then we need to adopt different approaches to managing the risks.

John Cherrie is Professor of Human Health at Heriot Watt University and Principal Scientist at the Institute of Occupational Medicine (IOM) in Edinburgh, UK. He participated in the British occupational cancer burden assessment and led the SHEcan project that provided estimates of health and socioeconomic impact from possible changes to the Carcinogens and Mutagens Directive in Europe. Prof Cherrie is Principal Investigator for a study to estimate occupational cancer and non-malignant respiratory disease burden in the construction sector in Singapore. He is a Past President of the British Occupational Hygiene Society and in 2014 won the Bedford Medal for outstanding contributions to the discipline of occupational hygiene.

Reintegrating injured sailors in the Navy
The Republic of Singapore Navy has a multi-agency support system to ensure that injured sailors who return back to work continue to contribute meaningfully to the organisation. For example, Headquarters 191 Squadron is home to Military Expert 2 (ME2) Jason Chee, a multiple amputee sailor who has made significant progress in workplace integration since returning to work in June 2014. The presentation will discuss workplace modifications, types of social support networks, supervisory measures to progressively adjust his job scope from being kinesthetic-oriented to being office-oriented, while catering time during office hours for physiotherapy with his prosthetics.

Senior Lieutenant Colonel (SLTC) Melvin Chia Hon Teck is the Deputy Commanding Officer of 191 Squadron in the Republic of Singapore Navy (RSN). The squadron comprises Landing Ships Tank (LST) and fast craft of the Navy. In his 25 of years of service, SLTC Chia has held several senior leadership appointments, including the Commanding Officer of a LST and a Patrol Vessel. SLTC Chia has also served as Branch Heads within the Maritime Security Task Force and the Naval Warfare Centre. As a senior commander in the Navy, he is an advocate of workplace safety and health and has been involved in several key measures to maximise injured servicemen’s work ability to enable meaningful reintegration with the Navy. Mr Chow Yew Yuen is the Chief Executive Officer of Keppel Offshore & Marine - the global leader in offshore rig construction, ship repair and conversion, and specialised shipbuilding. The company has 20 yards worldwide to be ‘Near Market, Near Customer.’
He has been with Keppel for some 34 years and was based in the United States for 18 years. His experience covers areas of technical, production, operations, commercial and management across different geographical and cultural boundaries.
Mr Chow is also the President of the Association of Singapore Marine Industries (ASMI), Chairman of National Work At Heights Safety Taskforce, member of Workplace Safety & Health Council, Singapore Accreditation Council, member and Director of Singapore Maritime Foundation as well as a member of ABS Offshore Technical Committee, ABS Southeast Asia Regional Committee and DNV GL South East Asia & Pacific Committee.

Enhancing Design for Safety with BIM
Accidents during construction, operation and maintenance phases of a building can often be reduced or eliminated if proper attention is paid to the design and location of the building’s components. Manually checking for safety issues in the design of a building is time-consuming task and prone to mistakes. To overcome this, an automated checking system using a specially design for safety language (DfSL) has been developed. DfSL allows interested parties to interrogate Building Information Modelling (BIM) compliant files for any safety issue they wish to check. The language, which uses English-like sentences, supports checking of safety issues at a building element level, at a meta-element level and also the use of equipment such as gondolas and self-propelled articulating booms which are classified at “agents”.

Dr David Chua Kim Huat is a registered professional engineer in Singapore and is currently a Professor in the Department of Civil and Environmental Engineering at the National University of Singapore. He is also Deputy Head, Research for the Department and Director for Faculty of Engineering Development. He obtained his PhD degree in 1989 from University of California, Berkeley, USA, majoring in construction management. He has more than 25 years of research and practical experience in the industry.
His research interests in the recent years have been in lean construction, computer integrated and IT-based construction management, Building Information Modeling (BIM), construction simulation, risk management and construction safety. Arising from his research works, he has written over 160 technical publications, was editor for two books, and contributed a chapter to two books. He had been a council member of the Society of Project Manager from 2001–2005, and is a council member of System Safety Society since 2006. He is appointed member of the International Panel of Experts on BIM, and also Honorary Fellow of Workplace Safety and Health Institute. He is also a member of the Construction Research Council, USA and a member of the American Society of Civil Engineers, USA. He is the elected Vice President of the Engineering Production and Project Management Association. He had served as the specialty editor for Cost and Scheduling for the Journal of Construction Engineering and Management, American Society of Civil Engineers, and serves on the editorial board of other international journals and several international conferences.

Helping businesses create healthy, safe and productive workplaces is not just a job, it’s a passion. Curran has been working in the field of workers’ compensation insurance since 1990. She began her insurance career with the State Compensation Insurance Fund of California and, later, with a direct writer of workers’ compensation and an independent agency in Arizona. She joined Pinnacol Assurance in 2000. Curran has an in-depth knowledge of workers’ compensation with experience in claims adjusting and marketing. In 2010, Curran was selected to lead Pinnacol’s fledgling Worksite Wellness Program, a first-in-the-nation workers’ compensation program that helps policyholders develop worksite wellness programs. During her tenure as Director of Worksite Wellness, the program has grown exponentially, and she is now considered a subject-matter expert in the development and engagement of wellness programs for small business. The worksite wellness program’s research continues to be profiled in peer reviewed and industry journals.

Luca graduated from the university “Politecnico” of Milano, Italy, with a degree in Mechanical Engineering and joined Foster Wheeler Italiana in 1996 as a Project Engineer. His previous experience covers key and sensitive projects worldwide, typically EPC Lump Sum, developing a wealth of expertise and skills in the engineering and construction industry, across several market segments, from refining to petrochemical, upstream onshore, power, environmental and pharmaceutical.
Appointed Regional Director for South East Asia in early 2015, Luca relocated from London to manage the “identify, acquire and delivery” process for the company out of the Singapore headquarters. Shelley Frost leads IOSH’s Policy division responsible for leading the strategic development of IOSH’s policy, research and technical advice and guidance, building on IOSH’s reputation as thought leaders in the health and safety arena internationally.
She oversees the departments managing policy and public affairs, strategic development, knowledge management, research and technical activities. The division works with key stakeholders to influence legislative frameworks and government policy as well as engaging business to promote the multiple benefits of good health and safety from strategy and positioning to knowledge management and engagement.
Prior to joining IOSH in 2015, Shelley was Director of Sustainability at Lafarge and led on environment, sustainable development, sustainable construction and external engagement at national and international level. Shelley is currently on the GRI Stakeholder Council and is a Board member of the Center for Safety and Health Sustainability.
In 1998 she joined HSE spending much of her time post operational working on construction policy and regulation, including the Construction (Design and Management) Regulations of 2015 (CDM) and occupational health issues. Dr Gan is the Executive Director of the Workplace Safety and Health (WSH) Institute, Singapore. He is responsible for the global coordination of Environment, Health and Safety (EH&S) in all J&J companies worldwide, leveraging our Global EH&S professional network, capabilities and assets across geographies, segments and functions to deliver excellence in EH&S culture and performance. The Global EHS&S team consists of approximately 450 EHS&S professionals. J&J encompasses approximately 130,000 employees, 125 manufacturing sites, 265 operating companies in more than 60 countries and has total sales in excess of $70 billion.
He holds a degree in Industrial Engineering of the University of Ghent, a Safety Engineering degree from the University of Brussels, an Environmental Engineering degree from the University of Antwerp and a degree in Business Administration from the University of Leuven.
Prior to this position he held the position of Vice President EHS&S for the Global Janssen Pharmaceutical Division. He has 25 years of EHS&S experience in the Pharmaceutical, Medical Devices, Consumer and Chemical Sector. He has significant experience in EHS2 leadership (strategy and implementation) and a proven track record in developing leaders and developing, deploying and integrating EHS2 programmes and processes into the business processes at franchise level and at the global level (across all J&J business franchises). Health and safety in the workplace contribute significantly to the overall health and well-being of individuals, families and communities. Noncommunicable diseases (including injuries) account for an ever-increasing proportion of overall morbidity and mortality, and potential workplace contributions to these preventable diseases and injuries should not be underestimated. At the same time, communicable diseases continue to present challenges. Both also can pose significant risks and potential costs or losses for employers. If many of the health-related Sustainable Development Goals (SDG) and targets are to be achieved, it will necessarily require a greater focus on a range of health issues in the workplace and an increased understanding of the relationships with broader social and economic determinants of health.

Dr Graham Harrison was trained in New Zealand in medicine, public health and public policy. While practicing in New Zealand, he was a recognised specialist in public health medicine and a Fellow of the Australasian Faculty of Public Health Medicine and the New Zealand College of Public Health Medicine.
Dr Harrison joined the World Health Organization in 2000 as the Regional Adviser in Health Systems Development at the WHO Regional Office for the Western Pacific, based in Manila, Philippines, serving 37 countries and areas. In 2006, he was reassigned to Vietnam as the health systems team leader and in 2011 and early 2012, he concurrently served as the acting WHO Representative to Vietnam. In August 2012, he was reassigned to serve as the WHO Representative to Malaysia, Brunei Darussalam and Singapore. He is currently based in Kuala Lumpur.

Er Ho Siong Hin is the Commissioner for Workplace Safety and Health. He holds a concurrent position as the Divisional Director of the Ministry of Manpower’s Occupational Safety and Health (OSH) Division and was appointed in 2005 to his current position to lead OSH reform in Singapore. Er Ho is a Mechanical Engineering graduate from the University of Auckland, New Zealand.
Er Ho also works closely with the International Labour Organization, International Association of Labour Inspectors (IALI) and World Health Organization to improve OSH standards in the ASEAN region. Er Ho is currently the Executive Director for the ASEAN-OSHNET Secretariat and Secretary-General of IALI. He is also an Honorary Vice-President of the Institution of Occupational Safety and Health, UK.
Beyond his MOM portfolio, Er Ho is the President of the Professional Engineers Board and Past President of the Institution of Engineers, Singapore. He is the Chairman of the Advisory Committee to the Chemical Engineering Department of Ngee Ann Polytechnic. Er Ho is also a member of the Singapore Accreditation Council by SPRING and chairs the Council Committee on Inspection Bodies.

Before my earlier position as the Director of Client Services within the Institute, I used to be the managing partner of TINNOFF; a start-up developing a-state-of-the-art technology enhancing well-being by stimulating the vagal nerve and limbic system. Simultaneously, I also acted as a start-up business angle and business advisor for cutting edge investors at the Wall Street and the Silicon Valley. I have also worked for more than a decade at different key leadership positions at NOKIA. This includes deep experience from various type of management teams for research and development, product development as well as business line and brand management on global scale. During the 1990s, I led research teams in Laboratory of Industrial Psychology at Helsinki University of Technology with a scope to study knowledge intensive organisations. After completing a master’s degree in organic chemistry, Marie Larue has also successfully completed master’s level studies in industrial toxicology and administration, in addition to obtaining four scholarships and being the recipient of two awards. She holds the title of Certified Corporate Director since 2015. She began her research career at Merck Frosst Laboratories Canada before dedicating herself to the field of occupational health and safety.
For nearly 25 years, she became completely familiar with the Québec’s Occupational Health and Safety regime in the completion of many mandates at the Québec’s Commission de la santé et de la sécurité du travail (CSST). Quickly, the CSST benefited from her skills by appointing her as regional director, before giving her important responsibilities (policy and regulation making) in the central units.
From 2000 to 2005, Marie Larue headed the Prevention-inspection Department with determination and leadership and where, with a multidisciplinary team, she developed and implemented orientations and policies. She was also responsible for negotiating amendments to regulations with employer and worker representatives, in a labour-management context.
In 2005, she faced new challenge by assuming the responsibility for the CSST’s Compensation and Rehabilitation Department whose client services generate expenditures in the order of 1.4 billion CAD per year. In 2008, Marie Larue was appointed President and Chief Executive Officer of the Institut de recherche Robert-Sauvé en santé et en sécurité du travail.

OSH-Global Action for Prevention: ILO’s global framework to improve OSH
The presentation will focus on the importance of the holistic integration of occupational safety and health (OSH) for the sustainability of businesses and the need to develop common key performance indicators globally to pave the way forward.
The speaker will share the framework for the ILO’s global flagship programme, OSH-Global Action for Prevention which serves the purpose of improving OSH outcomes in countries and businesses. The considerations in the framework include legal structures that address and integrate OSH, including OSH laws and technical regulations, systems of oversight of OSH compliance in workplaces, including in supply chains and other critical activities, and employer and worker capabilities and capacities related to OSH.
With a view to achieve greater focus and collaborative action on key global OSH issues, the presentation will also discuss and advocate for the development of a common set of key performance indicators, along with the development of common data collection methods and reporting criteria at a country level.

Ms Nancy Leppink was appointed on 2 June 2014, as the Chief of the Labour Administration, Labour Inspection, and Occupational Safety and Health Branch (LABADMIN/OSH) within the Governance and Tripartism Department.
She holds a JD from the University of Minnesota Law School and BSc in Psychology from the University of Washington. Prior to joining the ILO, Ms Leppink was a presidential appointee as a senior executive and led the Wage and Hour Division of the United State Department of Labor. From 1999–2009, she was the Chief General Counsel for the State of Minnesota Department of Labor and Industry and from 1985–1999, she was a State Assistant Attorney General practicing the areas of human rights, occupational safety and health, and labour and employment law.
Ms Leppink has over 25 years of experience as a strategist and leader in employment and labour policy, law, administration, enforcement and compliance. She has experience at national, international and state levels working with public, private and non-profit sectors. She has extensive knowledge of policy and law in the areas of employment and labour standards, occupational safety and health, and human rights. She brings to the ILO significant skills in the development and strategic implementation of legislation and regulations. She has managed diverse groups and organisations ranging from small teams to more than 1,600 employees of the Wage and Hour Division.

Employers across the globe increasingly recognise that managing for safety improves their firms’ productivity and profitability. Workplaces that are managed for safety are characterised by a culture fully engaged in the prevention of work injuries and illnesses. High injury rates are a consequence of poor management. Employers who manage for safety better control the production process and therefore the quality of their firms’ products. Less wastage occurs. As a result, firms with low injury rates are more attractive to potential investors, customers and job-seekers.

Appointed in 2009, Dr Michaels is the longest serving Assistant Secretary in Occupational Safety and Health Administration’s (OSHA) history. He has worked to strengthen the OSHA’s enforcement in high hazard industries, promote common sense worker protection programmes and standards, expand compliance assistance provided to small employers, improve the agency’s whistleblower protection programme, and increase outreach to vulnerable populations at risk for work-related injury and illness. In his role, he has also increased OSHA’s focus and capabilities in the areas of data analysis and programme evaluation.
Prior to his appointment at OSHA, Dr Michaels was a professor of Environmental and Occupational Health at the George Washington University School of Public Health. From 1998 to 2001, he served as Assistant Secretary of Energy for Environment, Safety and Health. In that position, he was the chief architect of the Energy Employees Occupational Illness Compensation Program, the historic initiative to compensate nuclear weapons workers who contracted occupational illnesses as a result of exposure to radiation, beryllium and other hazards.
In 2006, Dr Michaels was awarded the American Association for the Advancement of Science’s Scientific Freedom and Responsibility Award. He also won the John P McGovern Science and Society Award in 2009, given by Sigma Xi the Scientific Research Society, for his work in scientific integrity and gaining compensation for nuclear weapons workers.
He is a graduate of the City College of New York, and holds a Master of Public Health and PhD from Columbia University.

Kevin joined Health and Safety Executive (HSE) as a Factory Inspector in 1976. During his career, he held a wide range of operational, policy and strategy posts in HSE—as well as a three year secondment to the European Commission in Brussels.
Between 2000 and 2005 he was HSE’s Chief Inspector of Construction. Between 2005 and 2008, he was Director of HSE’s Hazardous Installations Directorate with responsibility for HSE’s regulation of “major hazard” sectors, including the offshore oil and gas industry, the onshore chemical and explosives industries and mining. In October 2008, he was appointed HSE’s Deputy Chief Executive. He was Acting Chief Executive of HSE in 2013/14 and retired from HSE in March 2016.
Kevin is the current President of the International Association of Labour Inspection (IALI), having previously served as Secretary-General between 2011 and 2014. He is also a member of the Singapore International Advisory Panel on Workplace Safety and Health, and a Trustee of the British Safety Council.

Innovative interventions in Total Worker Health®: Model partnership between academia and a workers’ compensation insurance company
Small enterprises suffer a disproportionate share of occupational injuries, illnesses, and fatalities. They also face more challenges in implementing worksite wellness programmes and safety programmes compared to larger organisations. This presentation will examine practical Total Worker Health® interventions for this sector. The speaker will examine results of two major interventions that produce organisational change that, in turn, may produce health risk reduction and improved safety outcomes. Dr Newman will also discuss how a unique partnership between academics and a workers’ compensation insurance company have advanced knowledge and produced organisational change in health, safety and well-being.

Dr Lee S. Newman, MD, MA, FCCP, FACOEM is a professor, physician and small business owner. Dr. Newman is recognized for his work in the fields of occupational and environmental health, Total Worker Health, health information technology, occupational health surveillance, and occupational lung and immune disorders. He is a Professor of Environmental and Occupational Health, Epidemiology, and Medicine in the Colorado School of Public Health at the University of Colorado, where he founded and directs the Center for Health, Work and Environment. He founded and directs the Mountain and Plains Education and Research Center, a mujlti-institutional US CDC/National Institute for Occupational Safety and Health training and research center. His current research focuses on ways of improving the health, safety, and well-being of workers in small enterprises, in Latin American agribusinesses, and on the evaluation of workplace interventions. Dr. Newman has authored over 160 scientific research studies, more than 100 books, chapters, and monographs.

Ong Kim Pong is currently the Regional CEO of Southeast Asia in PSA International. He has overall responsibility and accountability for PSA Group's portfolio of operating terminals, investments and expansion in this region. He also sits on the Senior Management Council of PSA International.
Prior to his current position, Kim Pong was the Regional CEO of Northeast Asia (NEA) over a span of five years since 2010 where he successfully led the NEA team in the careful management of PSA’s existing portfolio in China and Korea while prospecting new possibilities including the acquisition of a stake in China’s Fuzhou Terminal to the establishment of Lianyungang-PSA Container Terminal (LPCT) and Beibu Gulf-PSA International Container Terminal Co., Ltd (BPCT), PSA’s latest joint venture in China.
In 2009, Kim Pong was appointed as the Managing Director of PSA’s flagship project in Antwerp, Belgium responsible for its business activities and day-to-day operations. Concurrently, he was also the Executive Director of PSA Zeebrugge, Belgium. In his previous capacity, Kim Pong consecutively held the position of Senior Vice President, PSA Mediterranean & Middle East South Asia Region, then Managing Director / CEO of Mersin International Port (MIP) in Turkey. During his tenure with MIP, he distinguished himself by ensuring a smooth transition of ownership of the Mersin Port from the local government to PSA and helped establish MIP as a key gateway port in the eastern Mediterranean. MIP was conferred the Lloyd’s List Turkey Port of the Year Award in 2008. Since the acquisition, MIP has received numerous accolades from the port industry. During that tenure, Kim Pong was, in parallel, called to lend support to the commercial and operational issues that were occurring in PSA terminals in Italy and India.
Kim Pong served as Chief Operating Officer for Hesse Noord Naatie N.V. (HNN) in Belgium from 2001 to 2004 where he played an instrumental role in guiding the merger of two of the biggest port operators in Belgium to form HNN and effectively doubling its port capacity during the period. HNN was subsequently re-named as PSA Antwerp.

Mr Pek Lian Guan has 25 years of experience in project management for building works and civil engineering in Singapore, as well as entrepreneurial activities in the People's Republic of China. He graduated from Loughborough University of Technology, United Kingdom, with a Bachelor of Civil Engineering (First Class Hons) in 1989.
Mr Pek started his career with Tiong Seng Contractors upon his graduation and rose up the ranks to become a Director in 1993, and assumed the role of Managing Director in 1997. In addition to his Managing Director role, Mr Pek was also appointed the Chief Executive Officer of Tiong Seng Holdings Limited in April 2008. Seong-Kyu Kang, MD, PhD, is Chair and Professor of Gachon University Gil Medical Center, Incheon, Korea. He is an occupational epidemiologist and holds specialties on occupational and family medicine. Prof Kang has worked for Korea Occupational Safety and Health Agency (KOSHA), and served as Director General of Occupational Safety and Health Research Institute (OSHRI) and Vice President for Technology. He was an Epidemic Intelligence Service (EIS) officer at NIOSH in the US Centers for Disease Control and Prevention (CDC).
Prof Kang has been involved in many academic societies and government committees related to occupational safety and Health. He is Vice President of International Commission on Occupational Health (ICOH) and has served as board member and Editor-in-Chief of the ICOH Newsletter. Mr Tan began his career at the People’s Association in 1983 and undertook various leadership positions. From 1992, he was Deputy Executive Director of the Chinese Development Assistance Council (CDAC) and became its Executive Director (ED) in 1997. He received the Public Service Medal (PBM) in 2002.
He served as ED of CDAC from 1997 to 2009 and CEO of Business China from 2007 to 2009. He is currently a Board Member of both CDAC and Business China.
In 2006, Mr Tan was elected Member of Parliament and subsequently appointed Parliamentary Secretary for Trade and Industry, and Information, Communications and the Arts in July 2009. In November 2010, he was promoted to Senior Parliamentary Secretary for both portfolios. He served as Senior Parliamentary Secretary for Ministry of Community, Youth and Sports (May 2011–October 2012), Ministry of Foreign Affairs (May 2011–April 2014), Ministry of Culture, Community and Youth (Nov 2012–April 2014). He served as Mayor of Central Singapore District from 2012 to 2014.
In May 2014, Mr Tan served as Minister of State for Prime Minister’s Office, and Culture, Community and Youth (May 2014–Sep 2015). Mr Tan is currently Minister of State for the Prime Minister’s Office and Ministry of Manpower.

Dr Andrew Epaphroditus Tay is currently the Director for Health and Productivity, EHS&S Shared Services, GlaxoSmithKline (GSK), Singapore. In his current role, he provides occupational health services and strategies to enhance the resilience, health and wellbeing of the employees in the company.
Dr Tay graduated with Bachelor of Medicine, Bachelor of Surgery (M.B.,B.S.) from the Yong Loo Lin School of Medicine. Previously a senior resident in the NUHS Preventive Medicine Residency program, he also holds the Master of Public Health (Occupational and Environmental Health Specialisation). The use of Building Information Modelling (BIM) has been a compulsory requirement for all building designs being submitted for regulatory approval. Intelligent Productivity And Safety System (IPASS) is an innovative BIM tool in using technology for monitoring productivity and safety before the start of construction (at design stage) and as the project progresses (construction stage). It can also be used for communication, coordination, visualisation, clash detection and training. Such approach will create changes to work practices for enhancement in the processes to achieve better safety and productivity results.

A study of employees’ acceptance of using exergames for corporate wellness
The study aims to explore the acceptance of exergames in a work environment and investigate influencing factors through examining a conceptual model. After viewing a short video on playing exergames, 60 recruited working adults scored items associated with perceived usefulness, perceived ease of use, attitude toward use, and intention to use. Confirmatory factor analysis was carried out to test the measurement model, followed by structural equation modelling to estimate the path coefficients. The conceptual model was generally supported, with most of the path coefficients being statistically significant. Employees who perceived a higher level of ease of use toward exergames are more likely to have higher perceived usefulness and attitude toward use; higher perceived usefulness and attitude toward use further increases employees’ intention of use for the exergames. Findings emphasised the importance of usability in affecting employees’ acceptance of exergames, thereby implying that designers should balance hedonic and utilitarian considerations in game design and communication.

Prof Theng’s expertise is user-centred design, interaction design and usability engineering, and has been working recently on A*Star and NRF-funded projects on telehealth, patient care, elderly and technologies. Mr Khoo Seng Thiam is the Managing Director of FedEx Express Singapore. He is responsible for the overall planning and administration of the company’s operations in Singapore.
Mr Khoo began his career with FedEx in 1991 as an entry-level Ramp Agent in Singapore and took on roles in Hong Kong, Malaysia and New Zealand before rising to Managing Director in 2005 and subsequently assuming his current position in 2012.
His commitments to the transport industry include being a member of the Customs Advisory Council (CAC) and the Logistics Skills Council (LSC) of the Singapore Workforce Development Agency (WDA).

Mr Thiebaud has 25 years of professional experience in managing marketing, communication and information activities both at national and European level.
During his career in various organisations, he has designed, carried out and evaluated many marketing, sales and communication campaigns, for many activity sectors, private or public.
His main missions for the private sector were to design, create and launch marketing and communication strategies aimed at promoting and selling various products and services in Europe, Middle-East and Africa.
In the public sector, he has advised many European Institutions: Statistical Office of the European Communities (Eurostat), Office for Official Publications of the European Communities (OPOCE), several Directorate Generals of the European Commission.

Edward Wee is the managing director of Wee Chwee Huat Scaffolding & Construction Pte Ltd, a family business started by Mr Wee Chwee Huat in 1969. As the eldest son, he took on the responsibility to expand the business from timber to metal scaffold.
He was amongst the first few who attended the metal scaffold course at VITB (Ponggul VI) and supervisor course at CITI (known as BCA now). He was also the first few to be approval scaffold supervisor appointed by MOL (now MOM) in 1986.

Yvonne heads the Business Continuity Management (BCM) team under Singapore Business Federation’s (SBF) Capacity Building Division. As the BCM focal point, SBF has been advocating enterprise resilience standards and measures so as to raise business resilience of Singapore’s business community. Yvonne spearheaded the development of BCM sectoral drawer plan for Singapore’s logistics sector together with Singapore Logistics Association as well as developed the verifiable Business Continuity Plan initiative. She is trained as an internal auditor in Information Security Management System (ISO 27001) and is part of SBF Project Secretariat in developing SBF Position Paper for a vibrant Singapore.
Prior to SBF, she served in Singapore’s Ministry of Trade and Industry. As a brand and business consultant when she was in private sector, Yvonne worked closely with Singapore companies across sectors on their strategies and implementation. She has also conducted companies’ diagnostics of their intellectual property (IP) assets and integrated their IP strategies as part of their business expansion and brand roadmaps.

Mr Yeo Guat Kwang is the Assistant Secretary-General of NTUC. He is also NTUC Director for Workplace Safety and Health and Supervising Lead for the Labour Movement’s Hospitality and Consumer Business Cluster. The cluster aims to strengthen the Singaporean Core and provide better jobs for all in the service sector through Progressive Wage Model. He also leads the Small and Medium Enterprises (SMEs) Secretariat, helping SMEs to grow so that workers in SMEs will benefit.
Mr Yeo is also Chairman Migrant Workers’ Centre and Centre for Domestic Employees. Both are Labour Movement’s initiatives to provide relief and assistance to distressed foreign workers in Singapore. Associate Professor Chia Sin Eng is an occupational physician and the Director of the World Health Organisation Collaborating Center) in Occupational Health in Singapore. He is Vice-Dean (Academic Affairs) with the Saw Swee Hock School of Public Health, National University of Singapore where he teaches both undergraduate medical students at the Yong Loo Lin School of Medicine and doctors who attend the Graduate Diploma in Occupational Medicine and Master of Public Health (Occupational Medicine) Courses.

Dr Walter Eichendorf is the President of the German Road Safety Council (DVR) and the Deputy Director General of the German Social Accident Insurance (DGUV). After his university education (physics, mathematics, astrophysics) in Bochum and Bonn, he served as a research staff member at the European Southern Observatory (19801983) in Geneva, Munich and Chile. He has been with DGUV/HVBG for over 30 years, first serving as the head of the statistical department and then as the Director of Public Relations before becoming Deputy Director General in 1998. At DGUV, he is responsible for all prevention activities. In addition to his role at the DGUV, he is also involved in a number of management and advisory boards of national and international prevention institutions, in particular the International Advisory Panel (IAP) of Singapore’s Ministry of Manpower. Dr Eichendorf currently serves as vice-president to both the research and prevention culture division of the International Social Security Association (ISSA) and as board member of the European Traffic Safety Council (ETSC). In August 2014, he received the Federal Cross of Merit from the German Federal President for his work on road and work safety.

Gan Seow Kee joined ExxonMobil in Singapore in 1979. He held various positions in refining, planning, finance and commercial areas before he was assigned to Exxon International in Florham Park, New Jersey, USA, as the Marketing Advisor in industrial and wholesale fuels and subsequently lubricants and specialties.
In the ensuing years upon his return, Gan undertook several successive management assignments in the Asia Pacific Lubricants and Refining and Supply functions. In 2005, he was named President of EXTAP (ExxonMobil’s oil trading company for Asia Pacific) and was concurrently head of Asia Pacific Supply and Trading.
In 2012, he was posted to ExxonMobil’s Refining and Supply headquarters in Fairfax, Virginia, USA, where he was the Global Products Supply and Trading Manager responsible for the company’s worldwide supply and trading of oil products.
He returned to Singapore to his current position in September 2014.

Mr Heng Chiang Gnee has been involved in the national movement on WSH since 2005. He was a member of the former WSH Advisory Committee and is currently the Chairman of the WSH Council.
He was appointed Executive Director of Singapore Maritime Institute on 1 April 2011. Having worked in shipyards for many years, Mr Heng has vast experiences in being part of the transformation that saw better safety practices in Singapore shipyards.
Mr Heng is currently also the Deputy Chairman of the Institute of Technical Education (ITE) Board of Governors. He was formerly the Chief Executive of PUB, Singapore’s National Water Agency (2003 to 2011), Chief Executive Officer/Chief Planner at the Urban Redevelopment Authority (1992 to 1996), Chief Executive Officer/Group President of PSA Corporation (1996 to 2002), President and Chief Executive Officer of Mapletree Investments and Managing Director (Special Projects) of Temasek Holdings (2002 to 2003).
He sits on the Boards of Tropical Marine Science Institute of National University of Singapore (NUS), and GDF Suez’s (Engie) Urban Strategy and Innovation Council. Currently, he serves as a member of the Development Projects Advisory Panel set up by Ministry of Finance. Professor Ken Takahashi is a Professor of Environmental Epidemiology and Director of the WHO Collaborating Centre for Occupational Health at the University of Occupational and Environmental Health (UOEH), Japan. He graduated from the School of Medicine, Keio University in 1983 (MD) and), received his PhD from UOEH and MPH from the University of Pittsburgh. Professor Takahashi engages in epidemiologic research of occupational diseases, with special interest on occupational lung diseases, and asbestos diseases in particular.
He was a past Board Member of the International Commission of Occupational Health and former President of the Asian Association for Occupational Health. He has also frequently served as a consultant or advisor to the WHO and ILO and examiner or advisor to academic institutes in several Asian countries. Mr Tan Puay Hin is the Senior Advisor for Group Port Design & Connectivity of PSA International Pte Ltd.
Prior to his current position, Puay Hin was the Regional CEO for Southeast Asia of PSA International Pte Ltd. He had the overall responsibility and accountability for PSA Group’s portfolio of operating terminals, investments and expansion in the ASEAN region. Puay Hin was also previously the Chief Operating Officer of PSA’s flagship Singapore Terminals, responsible for its operations, information technology and engineering functions. He played a key role in Singapore Terminal’s transformation into the model of efficiency and service excellence that it is known for today. Under his leadership and guidance over the years, Puay Hin has nurtured a team of leaders that now operates PSA’s terminals worldwide with the same work philosophy and culture of service excellence.
Puay Hin was the Chairman of the Safety Council of PSA Singapore Terminals from 2005 to 2015. He was also the Deputy Chairman of the Workplace Safety and Health (WSH) Council Logistics and Transport Committee since 2008 and has been appointed as the Chairman of the WSH Council Logistics and Transport Committee in April 2015.
Apart from the WSH Council, Puay Hin also serves on the board of the Singapore Maritime Foundation, and is a member of the Customs Advisory Council of Singapore Customs, the Maritime Industry Advisory Committee of Singapore Maritime Academy, and the Transport (SEA) Sectoral Tripartite Committee.

Zee Yoong Kang is the Chief Executive Officer of Singapore’s Health Promotion Board (HPB). Established in 2001, HPB’s mission is to help Singaporeans increase the quality and years of healthy life and to prevent illness, disability and premature death.
Zee Yoong Kang has served in various capacities in Singapore Government (Prime Minister's Office, Ministry of Foreign Affairs and Ministry of National Development). He also worked for period in the private sector, where he was with Bain & Company subsequently as a management consultant, working on projects in the heavy engineering, IT and fast-moving consumer goods sectors.
After Bain, Zee joined Singapore’s National Trades Union Congress (NTUC), where he founded NTUC LearningHub and the Employment & Employability Institute, also known as e2i.

AP Chui Yoon Ping is the Head of the “Human Factors in Safety” undergraduate degree programme in SIM University (UniSIM), the first Human factors undergraduate degree programme in Singapore. She is also currently an Honorary Fellow at the WSH Institute, Singapore. AP Chui graduated with an Honours Degree in Ergonomics and a PhD in Computer Studies (her research was in Human Computer Interaction), from Loughborough University in the UK. She was a Research Scientist in the Defence Medical Research Institute in the Ministry of Defence (MINDEF) before joining the School of Mechanical and Aerospace Engineering in Nanyang Technological University. She has been involved in research and teaching in Human Factors for many years. AP Chui is very passionate about human factors and is incessantly endeavouring to raise awareness of the importance of human factors and applying its principles to improve performance, safety and satisfaction at the workplace.
