Biography
Dr Tan See Leng was appointed as the Minister for Manpower and Second Minister for Trade and Industry on 15 May 2021. Prior to this, Dr Tan was the Minister in the Prime Minister’s Office, Second Minister for Trade and Industry and Second Minister for Manpower from 27 July 2020.
A veteran medical practitioner, Dr Tan was Group Chief Executive Officer and Managing Director at IHH Healthcare Berhad, one of the largest listed integrated healthcare providers globally, from 2014 to 2019. He was also concurrent CEO and MD of Parkway Pantai from 2011 onwards till 2019 when Parkway Holdings was merged with Pantai Holdings. During Dr Tan’s tenure, the group doubled its revenue and expanded its presence to 11 countries with 84 hospitals employing over 50,000 employees.
An entrepreneur, Dr Tan founded Healthway Medical Group in Singapore in the early 1990s and was its Chief Executive Officer from 1992 to 2003. He expanded the GP clinic chain to more than 40 locations with a turnover of S$20 million per annum, making it the second largest private primary healthcare provider in Singapore.
Dr Tan has served on the boards of several medical committees including the Singapore Ministry of Health’s Medishield Life Review Committee. He also sat on the Advisory board of the Lee Kong Chian School of Business at the Singapore Management University and has guest lectured at international symposiums including the Harvard Business School’s seminar on healthcare entrepreneurship.
Under his leadership, IHH Healthcare Berhad has won numerous awards, including Best Managed and Best Overall Corporate Governance Poll awards by Asiamoney. He has also earned awards from his own medical community in Singapore, including the Albert and Mary Lim award from the College of Family Physicians and the Merit Award from the Singapore Medical Association.

Biography
Mr John Ng was appointed as Chief Executive Officer (CEO) of the YTL PowerSeraya Group in January 2019. Prior to his current appointment, Mr Ng was the CEO of Singapore LNG Corporation (SLNG). An industry veteran with more than 35 years of commercial and operational experience under his belt, Mr Ng had spent a considerable amount of years in YTL PowerSeraya and last served as the company’s CEO before he took up a similar role in SLNG. He later returned to take the helm at the integrated energy company.
Mr Ng first transitioned with the company from its PUB days to the current YTL PowerSeraya Group. During his tenure at YTL PowerSeraya, he has held numerous leadership positions within the company, and was subsequently appointed as the company’s CEO from 2009 to 2013.
During this time, he was responsible for augmenting the Group’s multi-utility services and steered the growth of the company to maintain its leading position as an integrated energy player in Singapore. Mr Ng is currently the Vice-President of the Singapore National Employers Federation Board. He is also the Chairman of the PUB Board Committee for Risk Management, as well as a Board Member of PUB, Singapore’s National Water Agency.
He holds a Master of Science in Systems Engineering from National University of Singapore and a Master of Science in Material Science from Carnegie Mellon University, USA.

Biography
Mr Lee Tzu Yang led the Workplace Safety and Health (WSH) Advisory Committee when it was convened in 2006, and with the enactment of the WSH Act, he became Chairman of the Workplace Safety and Health Council from 2008 to 2016. He had worked for Shell from 1979 to 2014 and retired as Chairman of Shell Companies in Singapore, after serving in operational, commercial and strategy functions in a range of markets. In addition to energy and chemicals, he has worked in technology solutions and services to industry. He was appointed Chairman of the Public Service Commission on 1 August 2018, and from 14 January 2022, concurrently serves as the Vice-President of both the Judicial and Legal Service Commissions. He chairs the board of The Esplanade Company Limited, the board of the Singapore University of Technology and Design, and the World Cities Summit Science of Cities Knowledge Council. He is a Justice of the Peace and Chairman of the Board of Visiting Justices and Board of Inspection. Mr Lee graduated from the London School of Economics and Political Science in 1976. He was recognised by the Institution of Chemical Engineers as an Honorary Fellow in 2016. In 2005, he was awarded the Bintang Bakti Masyarakat (Public Service Star), and in 2014, he was awarded the Pingat Jasa Gemilang (Meritorious Service Medal).

Mr Koh was trained as a chemical engineer at Johns Hopkins University and has a Master’s degree in management from Stanford University.

Mr Mohd Abdul Akbar is the founder and Managing Director of his own construction company which was established in 1993. He is also a serial entrepreneur with experiences in several industries. He holds a Bachelor’s degree in Civil Engineering from the National University of Singapore. He had served in several associations and boards as well as the WSH Council.
As a council member, he chaired the National Crane Safety taskforce for eight years. He led the formation of the Lorry Crane Working Group, and worked with the industry and other stakeholders to achieve a marked reduction in dangerous incidents.
Always a voice for the SMEs, Mr Akbar believes that good safety and health practices are crucial determinants in the success story of a company. He hopes to share the story of his safety and health journey focusing on the built environment space.

Mental health and well-being issues have become more pervasive in Singapore. In March 2021, the Ministry of Manpower launched iWorkHealth – a free, online psychosocial health assessment tool for companies and their employees to identify common workplace stressors and improvement areas. As of end June 2022, more than 15,000 employees have used the iWorkHealth tool. The speaker will share the findings on work stress and burnout, highlighting the key stressors experienced by employees, the importance of monitoring employees’ state of mental well-being and implementing mental well-being initiatives that are relevant and targeted.

Mr Richard Kuppusamy is a chartered British Architect with more than 20 years of experience in the AEC industry. As the Head of Lendlease Digital Asia, he leads a team of over 75 people in a property developer’s in-house agile software engineering venture. Prior to joining Lendlease, he was an accomplished architect in an award-winning practice, WOHA, where he was a project architect for Kampung Admiralty which has won the awards for the World Architecture Festival Building of the Year 2018, Council for Tall Buildings, and the Urban Habitat Best Tall Mixed-use Building 2019. Mr Kuppusamy, having practised as an Access Consultant in London and combined with his personal experience of disability, is an advocate for equality and civil rights for disabled people. Prior to his stint in TTP2, he was involved in the Proposed Reclamation at Tuas Finger One Project under Jurong Town Corporation. Armed with approximately 8 years of experience in Land Reclamation and 17 years in the Construction Industry, Mr Azlan and his team from Hyundai Engineering & Construction Co. Mr Jerrold Lam is the Assistant Director at Singapore Red Cross Youth Chapters. His responsibilities include mentoring Youth Leaders on Project Management and looking after Junior College Red Cross Chapters.
Mr Lam is part of Project R.I.C.E.+, a youth-led nationwide fundraising and distribution drive for the vulnerable. Past iterations of the project have been hugely successful with $230,000 raised in 2021 and $430,000 raised in 2022. Despite not having formal training in Workplace Safety and Health, he demonstrates that youth leaders are always cognisant of potential hazards and mitigates these hazards by careful planning and execution.

He now serves as an Assistant Director for Youth Members in the North-East District. Mr Yam Ah Mee is the Executive Director of Chip Eng Seng Corporation Ltd. He oversees the Group’s Construction Business. Previously, he held senior public sector responsibilities, including the Chief of Staff, RSAF; Deputy Secretary, Public Service Division, PMO; CEO/Dean of Civil Service College; Deputy Secretary, Air & Sea of Ministry of Transport; CEO of Land Transport Authority; and CEO of People’s Association. Mr Yam was also the Returning Officer for Singapore’s general elections held in 2011. Biography
Mr Silas Sng is currently the Commissioner for Workplace Safety and Health in Singapore, a role which he has held since April 2019. As Commissioner, he is responsible for leading the Occupational Safety and Health Division, and working with partners and industries to improve Singapore’s WSH performance guided by the WSH2028 strategies. Mr Sng started his career with the Ministry of Manpower in 1997, inspecting factories and equipment such as boilers and cranes, as well as leading investigation into fatal or serious accidents. Over the years, he went on to assume various leadership roles in Occupational Safety and Health Inspectorate as well as Work Injury Compensation Department. He is also involved in policy and legislative development, in particular, the enactment of the Workplace Safety and Health Act in 2006 as well as the Work Injury Compensation Act in 2019. He considers his role in saving lives and preventing accidents as a noble calling.

Mr Melvin Yong is the Assistant Secretary-General of the National Trades Union Congress and the Director of NTUC’s U Associate. He is also the Executive Secretary of the National Transport Workers’ Union and a Board Member of the Land Transport Authority. Mr Yong sits on the Singapore’s WSH Council Executive Committee and the Tripartite Oversight Committee on WSH. He is also a member of the Interagency Taskforce on Mental Health and Well-being. Ms Kala Anandarajah heads the Competition & Antitrust and Trade Practice at Rajah & Tann Singapore LLP. Her key practice areas are Competition (merger control, cartels, investigations, etc), Trade (export controls, FTAs, sanctions etc), and Consumer Protection. She also handles Employment, Environmental (EHS) & Sustainability (ESG), and Corporate Governance. She has had many firsts in her career, handling difficult and complex matters, demystifying and simplifying issues in a business centric manner to achieve the clients’ aim. She has been lauded by clients as having “unrivalled knowledge and understanding of the law and uniquely… able to understand very complicated businesses and their likely reactions” by Chambers Asia-Pacific.
Ms Kala is, amongst others, a board member of the Building and Construction Authority, the institute for Human Resource Professionals, the External Review Panel of Safety in SAF (MINDEF), and is Deputy Chair of the Appeal Board – Council of Estate Agents (MND). She was until March 2020 the Deputy Chairperson of the Workplace Safety and Health Council.
